When does this notification get sent?
If a trip is assigned to a driver and the driver has rejected the trip, then an email/SMS notification will go out to all members via the configured channels (email, SMS or both).
What does this notification say?
Email:
"Hi [operarorName],
Your driver, [driverName], just declined the trip that you assigned to them."
SMS:
"Hi [operarorName],
Your driver, [driverName], just declined the trip that you assigned to them."

This feature is behind a setting configurable within the operator app - one corresponds to email notifications and one to SMS notifications.
